On August 27, 2008, at 4:25 pm, a runway incursion occurred involving N54020, a Cessna 172, at Reading Regional Airport/Carl A. Spaatz Field (RDG), in Reading, Pennsylvania. The certified air traffic controller was working all the tower positions, including controller-in-charge, for 25 minutes responsible for 2 aircraft at the time of the incursion. The RDG approach controller instructed the pilot of N54020, a Cessna 172, to enter a left downwind for runway 13 then instructed the pilot to contact the tower. The tower controller verified runway 13 with the pilot and issued the pattern altitude. Approximately 2 minutes later, the tower controller offered the pilot runway 18 and the pilot accepted. Runway 18 had been closed for approximately 4 weeks for construction in the safety area (NOTAM07/003). The controller cleared the pilot to land and the pilot landed on runway 18.
The incident occurred during day visual meteorological conditions with 10 miles visibility.
