Flights delayed at PHL

  Arriving and departing flights are experiencing delays at the Philadelphia International Airport at this hour due to weather issues, according to the Federal Aviation Administration. The FAA instituted a traffic management program this morning because of weather and wind, according to its Web site. "This is causing some arriving flights to be delayed an average of 45 minutes ... Because a traffic management program is delaying some arriving flights, departing flight schedules may be affected," the site reports. In addition, delays and cancelations Sunday are resulting in more people than usual trying to fly this morning, adding to the congestion.
